I have isolated the build system changes in this branch into 

lp:~epics-core/epics-base/3.15-buildCompilerSpecific

I would like to rebase this merge proposal against that branch so that one doesn't see the build system changes in the diffs here. Maybe someone knows how to do this without re-proposing the review (which might destroy all of the comments so far here)? Perhaps my concerns are unfounded as I havent tried doing that (re-proposing the merge) before.
