That message probably means that your network router is sending back an ICMP error whenever the IOC sends out a broadcast beacon. Is this running on a permanently connected workstation that happens to live behind a NAT box, or is it a laptop with a temporary connection? If the only clients that need to connect to this are found on the local machine you could set EPICS_CA_AUTO_ADDR_LIST to NO and EPICS_CA_ADDR_LIST to localhost before starting the IOC which should stop the messages.
The beacon sending code in RSRV is not terribly good at limiting the number of error messages it prints from this kind of error, it could use some improvement.
