I just finished some updates to the AppDevGuide (3.15 and 3.16 branches)
that make it build the HTML version using the tex4ht (htlatex) converter
that comes with TeXLive (2015) instead of using latex2html. As a result
I was also able to make use of the LaTeX listings package so the C/C++
code now uses highlighting.
I added the flag --interaction=nonstopmode to ensure that latex no
longer sits waiting for user input if it has a problem with the input
file (you still have to look through the .out file for what went wrong,
but at least it doesn't hang any more).
I also merged Michael's updates to the CA Protocol document that have
been languishing for almost 2 years.
The results are available from the Base-3.15.5 and Base-3.16.0 pages of
the website.
