Yes you are missing a definition

driver(drvOms)

Where you place this definition depends on how you set
up your Application Source/Release Environment. If
you are following the style used by makeBaseApp the
definition would go in the

xxxApp/src/xxxInclude.dbd

P.S. defining the desired set of record,device,driver support
     is perhaps the most frustrating part of 3.13 so have patience.
