At aps we modified drvTS so that a a master timing ioc could, when
commanded, resync with a ntp or unix time server.
While testing we found a couple of other problems.
1) async clients did not properly resync with an ioc time master.
2) If an ioc is syncing with an ntp or unix server then everything works
ok if the client stays within a second of the server or gets off by > 20
seconds. If, however, it gets off by 1 to 20 seconds it may stay off by
1 to 20 seconds for an arbitrary period of time.
This fix will be in next base release.
There is also a version of drvTS.h and drvTS.c that fixes the problem
for beta11.
