You need to place a 'driver configuration' call in your startup file 
somewhere before the call to iocInit. Take a look at the asynDriver manual 
(http://www.aps.anl.gov/epics/modules/soft/asyn/R4-8/asynDriver.html), 
especially the section called "port drivers" and there (presumably) 
subsection "Linux-Gpib". You should find documentation on which routine to 
call and which parameters to give.
