Hi Kristi,
I've read the manual for the Web Server Module that you mentioned. It is very different from Modbus or similar communications protocols. With Modbus one can send a command to directly read and write I/O points in the PLC without having to do anything special in the ladder logic. The Web server module requires writing the ladder logic to use "Communications instructions". Furthermore, the Web Server Module is actually connected to the PLC via a serial link, so you will not get Ethernet speeds to and from the PLC.

We current we are looking at the IDEC PLC and Mark Rivers recommended the Koyu from Automation Direct which works with MODBUS.

I could not find an online manual for the FC4A-ENET. However, some
documentation I saw online for the FC5A-D16RK1 suggests that it is
Modbus compatible. If so, then you may be able to use my Modbus driver,
which works with Ethernet or serial:

Note that Koyu PLCs from Automation Direct are also less expensive than
Allen Bradley, and they are definitely Modbus compatible.
