I just looked at the Eurotherm online documentation.  The 2416 and 2404 can each be ordered with several different communications protocols (Modbus, El-Bisync).  It is encoded in the part number (YM=2-wire RS485 Modbus, etc.).
 
Looking at the Modbus manual for the 2400 series:

it looks like my Modbus driver should work.  You just need to define the register addresses for each function in your database.

We are controlling a couple of furnaces via a Eurotherm 2416 with RS-232-C
interface. I don't know if it uses the same protocol as the 2404 though,
but our code might be a starting point for you.

The protocol of the Eurotherm 2416 includes BCC checksums, which Dirk
Zimoch's stream driver couldn't handle at the time I wrote the EPICS
support. As a result, our code is flat EPICS database of soft records with
an snl program calling functions to send and receive messages to the device
via a pseudo-terminal VxWorks device driver.
