The IOC does reject attempts to create a record whose name has any of
the characters space, double-quote, single-quote, dot or dollar sign in
it anywhere, not just at the beginning of the name. That is the only
enforced naming limitation at the moment.

Oh yes it does, it follows the Unix standard for command-line arguments
which is that arguments beginning with a hyphen can be given after a
double-hyphen, so:
> tux% caget -- -my-pv
> Channel connect timed out: '-my-pv' not found.
Record names starting with '-' are definitely legal.
