The Application Developer’s Guide may say those are the legal characters for process variable names, but there doesn’t seem to be much of a restriction. I know of one major EPICS installation that makes heavy use of curly braces “{}” in process variable names even though those characters are deemed illegal.
Regarding '_', '-', ':', '[', ']', '<', '>', and ';' I don't see any reason why they shouldn't be allowed at the beginning of a record/PV name. These characters might not be my first choice to start a record name with but they seem to be allowed and in my mind should be handled by Autosave like alpha-numeric characters.
