Just fixed it myself...

Granting the mysql user remote access privileges is not enough. There is a bind-address property in /etc/mysql/my.cnf to set to 0.0.0.0 to access remote connections from any IPs rather than the localhost default of 127.0.0.1

I would have thought the '%' allows this user account to access the database from any IP, right?

However, I still get an error when connecting from another machine:

mysql -h 192.168.41.3 -u report -p archive
Enter password:
ERROR 2003 (HY000): Can't connect to MySQL server on '192.168.41.3' (111)

You will eventually need to configure your Mysql server to allow remote access.
You can of course configure the archive and execute the archive engine on the same machine that runs MySQL, but it’s likely that you’ll also want to look at the data, and the clients might not all run on that same host. So at least some read-only account needs to be added to provide read access.
