It's a known internal bug in Base-3.16.1 which happened while making
link types extensible. Ralph pointed you to the Known Problems page; it
links to https://epics.anl.gov/base/R3-16/1-docs/msg503.patch which
should fix this issue if you apply the patch to your copy of Base and
rebuild.
