{I copied the GDI32.dll, and OLEAUT32.dll into the dexelaIOC/bin/windows-x64-static. }

{I ran dumpbin \imports against DexelaApp.exe} {It showed that psapi.dll is NOT needed like it was with base 3.15.5}

The Dexela IOC application still crashes. So I ran “Dependency Walker” on DexelaApp.exe, which showed that MSVCR90.dll dependency is not met. Could you please check if you have msvcr90.dll library on your system.
This would be part of Visual Studio 2008??
