No issues here.. IOS 12.0, Mail app. I get to see Reply all option when trying to reply.
That's not a valid test.
You are right. I failed to notice that hitting reply icon on a list of thread messages behaves different than if a message is selected.
Mailman is modifying the header of some messages and not others. For the message from Mark that you tried replying to, Mailman had not modified its header, so the reply-all works correctly. You can tell this
After a quick reply test it seems as if replying to the initial message of the thead suffers from this, while reply attempts to subsequent ones do show reply all option..
because the From field is not of the form "From: [name] via Tech-Talk < [email protected]>". I haven't looked closely, but I believe Mailman is making the decision of whether or not to modify
the header based on the DMARC configuration of the *sending* domain. (I haven't investigated that, so I could be wrong.)
There is a message on tech-talk from Andrew back in July this year suggesting something like that if I’m not mistaken.
Anyway, to see the behavior we're talking about with iOS Mail, find the exact message being discussed

Subject: Problems with using PI E-712 controller
and try doing a reply-all to it. You will not have a "Reply All" choice. (The name of the sender in the From field will display as Chinese characters in iOS Mail. What I've shown above is the raw header From field which uses a MIME encoded word for
the name.)
Right, it behaves as you stated. Sorry for the confusion.
Cheers,
