Conserver can be set up to do this, with a limited buffer size. @Andrew: Conserver also does time stamped logging, authentication, authorization (read/only access to consoles, access only to a subset) and adds a layer of naming and redirection between servers, so that - if configured correctly, which is not simple - typing console <iocname> on any workstation will connect you to the console of that IOC, no matter where it lives and how it is connected (procServ, terminal server, serial line,...), with exactly the access rights that you should have.
