Perhaps all we need to do is set stat and sevr to no alarm when we
start rec init and then call the function alarm() in AO rec sup
at the end of rec init to compute the correct status and severity.
This will take care of the HIHI, HIGH, LOW, LOWLOW, and UDF
alarm conditions.
