Since the symbol table is a single file, shell login time doesn't seem to
be the cause (there's one rsh login per file).
We had a similar problem while putting up NFS access. We found out that
this was related to bind/DNS services, as the ioc sends username and
hostname with a mount request and the NFS server checks the user and the
name/IP-address validity _in_both_ways_ (using reverse name mapping). If
the server is not too well configured all accesses have to wait for the
queries to the first (plus second, third...) nameserver to time out. This
may take some time...
Do the 167s and the 162 boot from the same machine?
