Reading back the hardware value into the out records is useful independent
of the DOL being empty or not, I think.
If the output record run in scan and get its value from an algorithmic record
using the DOL inlink, the algorithmic record needs to set its out value after
the readback in the out record.
Principally more steps are possible. If there would be a RINI (read init)
field, like Deb Kerstiens proposed, and a P H A S E for this action, it
would be possible to do inits in reverse order in these chains.
