Note that EPICS_TS_MIN_WEST *might* still get used by some CA clients if they use the tsLib functions rather than the newer epicsTime facility to perform time conversions. Our CA clients have been built with R3.13.2 and EPICS_TIMEZONE is not mentioned in base/config/. Will that environment variable work with our clients?
