Thanks Damian and Mark.

I've looked at the RELEASE and RULE files.  Everything was OK. I looked at
the output again, and I have no idea how the extra periods got into the
message. Cutting and pasting problem.

But I think I've found my problem. When I try to run the dbExpand line
independently I realised that this didn't work -

/cygdrive/c/epics/base-3.14.4/bin/win32-x86/dbExpand.exe -I . -I .. -I
.../../../dbd -I /cygdrive/c/epics/base-3.14.4/dbd -o O.Common/test.dbd
testInclude.dbd

While the following did work

 /cygdrive/c/epics/base-3.14.4/bin/win32-x86/dbExpand.exe -I . -I .. -I
.../../../dbd -I ../../../base-3.14.4/dbd -o O.Common/test.dbd
testInclude.dbd

For some reason the program dbExpand can't find base.dbd when I use the
static path "/cygdrive/c/epics/base-3.14.4/dbd" where as the relative path
definition works. This must be a cygwin thing. Any idea how to get around
this?
