At SSRL we have been using Kay's EtherIP driver for two years.  The first version we tried was v1.3 built with EPICS base 3.14.1beta0 and Tornado 2.0.2 where we saw a problem similar to yours:  a bo record writing a zero to a BOOL tag would change the tag briefly, but the driver would soon set it back to 1.  An ao writing to the same tag would write fine.  The problem went away with version v1.4.  We are currently up to version 1-11.
