Hello:
Is there an elegant way of turning automatic daylight savings time
adjustment off?
I am using Release 3.13.4 and from looking at /base/src/libCom/tsSubr.c
it would seem like the best way would be to just modify
tsStampFromLocal() and tsStampToLocal() and recompile. Not seeing
anything that could be set through the environment.
Ideally I want to have only EPICS_TS_MIN_WEST dictate the offset from UT
time, and that can be easily set in the environment.
