you can use StreamDevice http://epics.web.psi.ch/software/streamdevice
There the format string can be "=V913 %f;59;11;0;0"
or probably "=V913 %f;%*d;%*d;%*d;%*d"

value into a stringin record, there is no problem apart from the fact
that it's a string.
