I think that m4 is needed only for the 'bootstrap' phase which is not
needed if you get a 'point' release from OAR.
You need to run the bootstrap pass only if you;re building from CVS.

Thanks to Eric Norum's help, the immediate problem appears to be the
gcc in RHEL 4, which is v3.4.5. Setting CC to 'gcc4' in the
getAndBuildTools.sh script and exporting it seems to have gotten me
past the assembler problem. But I may run into the gm4 problem
later and be forced to upgrade my Linux installation. <sigh>
