I am not sure how CA allocates memory, but you have set a REALLY big value for EPICS_CA_MAX_ARRAY_BYTES (1.6GB). Perhaps you should try setting it to be just a little bigger than the largest image you will use. Is your data 8-bit? If so then 400000 is big enough for the 640x480 array you mentioned.

suggestion, the clients works ok,
It seems that I set the environment variable too large, and the client
can not allocate so much memory.
thanks for your help,and I found if I set the variable to
1600000000,the IOC will consume 1.6G memory
too,I find it perviously but I didn't know it is because I set the
variable too large,
