There seems to be something seriously wrong with the dependencies.
Any idea? I had no problems on Linux or windows. Also no problem to
install 3.14.8 on solaris.

The problem is that at an early stage when installing header files and
$(INSTALL_LOCATION)/lib does not yet exist, perl is looking for already
installed scripts.
To solve that problem, the perl scripts have to be installed early.
