I have added some text to that title page directing people to the Wiki for 
updated versions.

I will be looking for volunteers to help revise the Record Reference Manual 
for the R3.15 release, and to add documentation for all the soft device 
support and channel filters included with Base.  However Instead of adding a 
third copy of every record manual page to the Wiki I want to incorporate the 
documentation into the Base source, and to generate the tables describing the 
individual record fields directly from the record.dbd files.  More details 
after I've finished the conversion program and got a few more examples ready.
