Have you applied the 2014-12-02 perlbin.patch file? That is linked from
the 3.15.1 Known Problems page at
 http://www.aps.anl.gov/epics/base/R3-15/1-docs/KnownProblems.html

I think that should solve your problem, but if not please ask again.

Note that the Perl library is not an essential part of Base, so you
could just comment out the line
    DIRS += ca/client/perl
from base/src/Makefile and run make again from the top level if you
don't have time to fix this.
