libreadline-dev is optional. The default configuration of Base for the
linux-arm target assumes that it is not present, but if you have it you
can edit your base/configure/os/CONFIG_SITE.Common.linux-arm and adjust
the setting of COMMANDLINE_LIBRARY in there as appropriate. You will
have to do a 'make rebuild' inside src/libCom for that configuration
change to take effect.
