If you don't have '/sbin/mount.nfs' (from nfs-common) then yes.

FYI, "portmap" has been replaced by "rpcbind", though this should be
resolved automatically.
If these are missing then likely a problem with the apt repository
config. Most likely is that somehow the ubuntu.com repo lines have been
removed/commented out.
First see if any errors are shown by:
