I just tested the following:
- asynPortDriver driver that does not implement getBounds, just like your driver
- longout record
- Standard asyn device support
- medm with text controller widget and text monitor widgets. Widgets both set to hexadecimal format.
I don't see the problems you report. I can set the values 0xFFFFFF7 and 0x800007F and the values are set correctly, they do not change.
I think you are probably correct that it is an issue with CSS.

Hi Mark,
I'm using a driver based on asynPortDriver. I'm not modifying the method
getBounds().

And if you want to be able to control all 32 bits without worrying about the sign you should use the asynUInt32Digital interface, rather than asynInt32. That ensures that the value is treated as an unsigned 32-bit number.
