You should actually set LINUX_GPIB=YES in configure/CONFIG_SITE, not configure/RELEASE.
I just tested it on my system, I set LINUX_GPIB=YES in configure/CONFIG_SITE.

Note that compilation failed because I don't have the system package for gpib installed (and it does not seem to be available for Centos 7). But it did install drvLinuxGpib.dbd as it should. Please set LINUX_GPIB=YES in CONFIG_SITE and let me know if you still have problems.

I suspect that your application Makefile is missing a line like this:
myIOCApplication_DBD += drvLinuxGpib.dbd
Or, if you are using an applicationInclude.dbd file then it needs this
include "drvLinuxGpib.dbd"

I am using linux-gpib-4.1.0 to access GPIB devices with Agilent 82357B GPIB-USB adaptor.
With ibtest i can access GPIB instrument without any error.
But making IOC as given in

with LINUX_GPIB=YES in asyn4-33/configure/RELEASE
considering

The gpib library
