The splitting of the motor module will begin tomorrow.
The EPICS-Base-7.0 approach to submodules will be used for the driver
modules. The driver modules will contain a stand-alone example IOC,
like areaDetector driver modules.
The procedure that will be used is documented in the motor wiki:

A tag has been created for those who would like to be isolated from the
splitting of the motor module until the split is complete:
