The exact wording the the warning depends on the Base version(s) involved.
Seeing messages like this occasionally is almost certainly a non-CA client attempting
to connect to a CA server. Actual CA clients retry continually, so any real problem
would be much more verbose.

Any misbehavior associated with malformed message warnings should be reported as a bug.
