“Connection refused” indicates that you are not able to reach TCP port 8003 at 10.97.4.4. Verify that you are using the correct address and port number and the device is online and listening on that port. Also check if there are any firewalls that may be blocking the connection.

You can test from the same host that is running the IOC with 

  telnet 10.97.4.4 8003
