I downloaded windows version of phoebus 4.6.6 from:

https://controlssoftware.sns.ornl.gov/css_phoebus/

The display editor wouldn't start, saying:

"Missing user rights to run Display Editor. The application cannot be started".

Is the a know issue?

I can load an existing .bob file, and it will run fine.

the same version 4.6.6 does not have this problem on Linux.

I'm using JDK 18.
