I totally understand the reasoning for not making the alarm area panel colours customisable. The main reason I looked into this was because the end user asked the question. I think the important part is that colours can be customised on the main synoptic display for the plant, but thought I'd better check out the alarm area panel display as well. It's good to have the definitive answer.

The alarm colors (colours) are fetched from https://github.com/ControlSystemStudio/phoebus/blob/master/app/alarm/ui/src/main/java/org/phoebus/applications/alarm/ui/AlarmUI.java

In there, they are currently fixed.

In part because it's considered important to have one set of alarm colors, so users know what's what. We certainly don't want to use red in one tool for 'MAJOR' alarm and in another tool for 'OK'.

In part because so far no site that uses these alarm tools saw the need to customize them.

If you have spare cycles, feel free to make them customizable, but if you then use that, you should assert that the colors used by displays (and this should also include web displays of control system info) use a consistent set of colors across your site.
