I've only ever used DB_INSTALLS= to pull in external files
to get a more self-contained IOC application build.

eg. situations like:

> ifneq (,$(AUTOSAVE))
> DB_INSTALLS += $(AUTOSAVE)/db/save_restoreStatus.db
> endif
makes a copy of save_restoreStatus.db in the local $(TOP)/db
so that my st.cmd won't be effected by subsequent changes
under $(AUTOSAVE).
