Thank you for your reply.  I'm sorry, but I still don't understand the
rationale.  You said that the issue was that the term "EPICS Base 7.x"

That is correct, we don't publish EPICS releases now without including the support code for PVA.


So, I don't get it.  Does "EPICS Base 7.x" include those EPICS V4
modules, or not?  And if not, why are they included in the "EPICS Base
7.x" archive (base-7.0.8.tar.gz)?

Our release filenames have followed the same pattern for all EPICS releases going back to 3.15.1, before the PVA modules existed. We have software which generates or expects that filename (including that website PHP page), so keeping it the same makes it quicker and easier to create and publish releases. That's more important to the rather small group of us that maintain and publish the EPICS C/C++ core software than the uniformity that you seem to be searching for. We're always interested in adding experienced, long-term maintainers to the group if you want to help effect changes.
