I would suggest the Measurement Computing E-DIO24.
It provides 24 digital I/O lines, individually programmable as inputs or outputs. It is "overkill" for your application, but only costs $335.
I have written EPICS support for nearly all Measurement Computing Ethernet and USB devices. The supports works on Linux and Windows.
The time saved by not needing to develop EPICS software seems worth $335 to me.

Subject: EPICS support for device to monitor Digital I/O
Hello,
I am relatively new to EPICS. I am trying to look for an option to monitor a single TTL signal on a Linux PC running EPICS.
Using something like a DAQ is overkill. Ideally, I am thinking of something like
the FT232H chip. Is there support for something equivalent to this? Or any suggestions on a quick and easy way to achieve this within EPICS?
