Step 2 is done:

Should libCom/test/fdmgrTest be moved to ca/client/test/?  It is testing
functionality in libCom, but uses parts of libca.  Currently it isn't
(and wasn't) being built.


Step 3 will merge libraries in libCom/ and ioc/.

libCom will include asHost and rtemsCom.

libdbCore will consist of dbStatic, db, registry, bpt, dbtemplate, rsrv,
and misc

libdbRecStd will consist of rec, dev, and softIoc

The unit tests will remain in separate directories.


Since there is agreement (or at least silence) on this I'm going to try
to finish this today.  Given peoples schedules I assume the merge will
wait until 2011.
