I can tell from the context that these are 8-bit ASCII Windows
characters like opening and closing quotes.
They may have been generated by copying and pasting from a Word
document - and IMHO they're evil.
Can you contact the issuer to get this fixed? (for once and all?)
If they have only ever used/compiled this on Windows they may not even
know that there is a problem.
