Hi Maren,

I believe that smart quotes are Unicode used by Microsoft, and most likely as you stated comments were copied from Microsoft Office document. Unlike ASCII, they are multi-byte, and left double-quote uses 3Bytes. 

	Left double-quote u+201C, {Hex: \xE2\X80\x9C}
	Right double-quote u+201D

I can tell from the context that these are 8-bit ASCII Windows characters like opening and closing quotes.
They may have been generated by copying and pasting from a Word document - and IMHO they're evil.

Can you contact the issuer to get this fixed? (for once and all?) If they have only ever used/compiled this on Windows they may not even know that there is a problem.
