Ah, this finally made me look into the right place:
There was another error message always hidden outside my terminal (and not
coloured red ;-):

Looks like this prevented the initialization from happening. The lines it
complains about are

recordtype(scalcout) {
}
device(scalcout, INST_IO, devscalcoutStream, "stream")
---

This was created by makeBaseApp. Looks like there is something missing in
the recordtype definition. What should be there?
For testing, I just commented out these lines, and now the PROTOCOL_PATH
gets parsed correctly and everything looks nice.
