For developing a client/server you can use, open62541 is a really nice a well document library.
https://www.open62541.org/

If you want an already developed client you can use UA expert  from unified automation, free but you have to register yourself

Any guidance in choosing an opc ua client and simulation server?

I see the OPC Foundation makes source code available. Has anyone succeeded in getting this to work?

I want to communicate with an embedded opc ua server in a Siemens plc.
