As he's only using serial ports, he should be able to just open the
relevent /dev/ttySn port from user mode, thus even an suid wrapper may be
unnecessary.
I think this would be an ideal project for 3.14. You might want to wait
for the first Beta release which is supposed to be coming out Real Soon
Now[TM], but you could start looking at the Linux end of your serial
driver in the meantime.
