This is a "Watchdog task", and the essential part of the code runs at 
interrupt level.
This routine increments the IOC local time every system clock tick (60 
Hz, unless set
otherwise.)
In the new code that also Ralph Lange mentioned a couple of days ago, we 
have got
rid of this stuff (and I am very happy about that.)
