Here's a description of the DISP field from the record reference manual.
DISP Disable putFields If this field is set to TRUE, then all
dbPutFields (normally issued by channel access) directed to this record are
ignored except to the field DISP itself.
We used the permissive record back in early EPICS days. As Andrew mentioned,
it was used for communicating between two or more programs. We used it
primarily to communicate to/from the sequencer, but I haven't used it in
application for many years.
