procServ allows telnet access to soft IOCs - it is the "soft" one channel version of a console server (aka Moxa box or equivalent).

Conserver [1] is a daemon that connects to console connections - provided by procServ, Moxa boxes, serial lines, etc.
The conserver daemon basically keeps the connection to all the consoles up and does the logging. It also provides a TCP based service that allows users to connect to consoles by means of a client program called console. The conserver daemon provides authentication for these user connections, makes sure only one gets write access, etc.

The user calls "console <iocname>", which connects to the conserver daemon.
The conserver daemon authenticates the user, and connects the user to the console connection of the specified IOC.
That IOC can be a soft IOC under procServ, a VME IOC connected to a terminal server, anything serial connected somehow to something. The connection details are part of the conserver daemon configuration, the user only needs the IOC name.
