Nowadays having DCT=no doesn't really mean much, since we don't have to use the dct program any more to create ASCII databases.  You can set fields that have DCT=no in your .db files with no ill effect, but an EPICS-aware database design tool like VDCT doesn't have to make those fields available to you.  
There should be little need for it to do so though, since the initial values of fields marked DCT=no are usually ignored and get overwritten by the record support code.

In the particular case of the TSE field though, that should be marked as DCT=yes in R3.14.x since it has a promptgroup() setting in the dbCommon.dbd file (in 3.13.x it did not).  I'll fix the record reference manual.
